MISSION AND PURPOSE

 

The mission of the Guam Society of CPAs is the promotion, upgrading, perpetuation and unification of the accounting profession and the certified public accountants (CPAs) of Guam, for their mutual benefit and protection and for protection of the public interest. This mission is best accomplished through professional cooperation and social association, and encompasses:

 

  • Promoting high standards of professional conduct and self-discipline through a defined Code of Professional Conduct, Ethics and Standards;

  • Assisting members with their continuing professional education, and both their professional and economic development;

  • Cooperating in the development of appropriate academic training and courses for the study of accountancy;

  • Attracting and recruiting capable individuals interested in the CPA profession and the practice of public accountancy;

  • Fostering a legislative and regulatory climate conducive to the promotion and practice of public accountancy while protecting the public welfare and convenience;

  • Cooperating with the American Institute of Certified Public Accountants (AICPA), and other business and; professional groups for the mutual benefit of achieving common goals;

  • Promoting the development of accounting and auditing principles, and high technical standards for accounting and reporting in both business and government; and

  • Securing proper recognition of the practice of public accountancy and its value to the public interest and welfare as a learned profession.

MEMBERSHIP

The following are the various classes of membership within the GSCPA:

 

1.  MEMBER – holders of valid CPA certificates issued by the Guam Board of Accountancy at the date of application, or a CPA holding a valid certificate from any state, territory or political subdivision of the United States, and who resides or is employed or has a place of business in the Territory of Guam at the date of application. Only MEMBERS shall have the right to vote and hold office in the Society.

 

2.  ASSOCIATE – associate membership candidates must qualify as follows: Any person who is not holding an active license as a Certified Public Accountant, who is at the time of annual application employed in the field of accounting and who meets one of the following criteria:

 

  • Professional Associate: Professional staff employees of a Certified Public Accounting firm licensed to practice public accountancy in the Territory of Guam.

 

  • Candidate Associate: Has applied for and has been accepted to take the Uniform CPA examination or passed the Uniform CPA examination but whose license is being withheld pending completion of the experience requirement.

 

  • Academic Associate: An educator employed fulltime teaching accounting, tax or related subjects at an educational institution, who does not hold a CPA certificate, license or permit.

 

  • Inactive Associate: Any person who holds a valid CPA certificate from any state, territory or political subdivision of the United States, or the equivalent from a foreign country, with an inactive or retired status and who does not practice public accountancy in Guam at the date of application or annual renewal.

 

  • Non-resident Associate: Any person who holds a valid CPA certificate from any state, territory or political subdivision of the United States, or the equivalent from a foreign country, who does not reside or practice public accountancy in the Territory of Guam at the date of application or annual renewal.

 

Associate members shall not have the right to vote or to hold office in the Society. Associate membership must be renewed annually under the sponsorship of a member of the Society in good standing.

 

3.   STUDENT – student members are persons enrolled as accounting students in an educational institution, who do not qualify for any other form of Society membership at the date of application. Student members shall not have the right to vote or to hold office in the Society, and student membership must be renewed annually under the sponsorship of a member of the Society in good standing.
